2005 and 2007 were two years which demonstrate that Romanian authorities presented difficulties in managing water crisis situations. Water excess periods followed at short time by water scarcity periods with significant negative impacts on population and economy proved the inexistence of a coherent management plan regarding the maintenance and exploitation of land reclamation and improvement systems. The investments were important during the last years and, more than that, it was adopted a legislative framework in order to promote the efficiency and effectiveness of this type of arrangements. Unfortunately, the adoption of integrated BMP’s (best management practices) for farms at hydrographical basin level continues to be a target with an unknown term of appliance. The paper will present a situation of land reclamation and improvement arrangements at national level will discuss the Romanian legislation regarding these problems and will present opinions connected with Romania’s level preparation for climatic changes from land reclamation and improvement point of view.
