Implementing an IWRM process is in fact, a question of getting the three pillars “right” moving towards an enabling the environment of appropriate policies, strategies and legislation for sustainable water resources management and
development, putting in the place the institutional framework through which the strategies and policies can be implemented and setting up the management instrument required by these institutions to do their job, however in order to put a strong ,sustainable platform for all pillars a high consultation and institutionalized dialogue among all stake holders is very necessary. The current paper will highlight some of the practical methodologies that has been followed to facilitate stakeholder dialogue in the Northern part of the West Bank. Moreover, it will show how such dialogue could improve good local water governance in that area. And feeding the concept of integrated water resources management.
